The Jalisco Civil Protection Law allows fines of up to 24,000 times the UMA. With the 2026 UMA of $117.31 per day, the cap is MXN $2,815,440; for repeat offenses it can double to MXN $5,630,880, plus an extra 5% for each day the violation continues. Besides the fine, the authorities can order closure, seize and confiscate goods and impose arrest of up to 36 hours (arts. 80 Bis to 82).
1Penalties under the state law
| Measure or penalty | Scope |
|---|---|
| Fine | Up to 24,000 UMA: MXN $2,815,440 in 2026 |
| Repeat offense | Up to double (MXN $5,630,880) plus 5% per day if the violation continues |
| Closure | As a safety measure or as a penalty |
| Seizure and confiscation | Of goods or materials related to the risk |
| Arrest | Up to 36 hours |
Inspections require a written order; an official report is drawn up and then assessed. If the violation is corrected, the penalty can be revoked, except for repeat offenses (arts. 78 to 80).
2How the amount is calculated
Fines are expressed in UMA (Unidad de Medida y Actualización, Mexico's unit of measure). To convert them to pesos, multiply the number of UMA by its current daily value:
The authorities set the actual amount within that cap, based on severity, repeat offenses and the circumstances of the case.
3What municipalities add
| Municipality | Penalties and procedure |
|---|---|
| Guadalajara | Refers to municipal regulations and the Revenue Law. It can cancel self-management or the ruling, with a 1-year ban on reapplying. |
| Zapopan | The Inspection and Surveillance Office verifies and penalizes; there is a public registry of inspectors. Since September 2025, the civil protection authority is a decentralized municipal agency. |
| Tlaquepaque | Warning, fine and closure. The fine follows the Revenue Law or, in cases not covered, ranges from 100 to 500 UMA (MXN $11,731 to $58,655 in 2026). Appeals within 15 days. |
| Tlajomulco | Reprimand, fine under the Revenue Law, closure and arrest; doubled for repeat offenses. |
4STPS fines are separate
Civil Protection and the STPS (Mexico's Labor Ministry) are different authorities and can penalize separately. The Federal Labor Law (art. 994, sec. V) sets fines of 250 to 5,000 UMA for employers who do not comply with safety and hygiene standards: MXN $29,327.50 to $586,550 with the 2026 UMA.

5How to prepare for an inspection
These are the points the civil protection authorities usually review during a visit:
- A current Internal or Specific Civil Protection Program, with a ruling when your building requires one.
- Internal Unit formed and registered.
- Trained brigades with current certificates.
- Three documented drills a year.
- Emergency signage, evacuation routes and assembly points.
- Fire extinguishers with up-to-date monthly checks and annual maintenance.
If you have questions about your drills, read Emergency drills in Jalisco.
- Jalisco Civil Protection Law (Ley de Protección Civil del Estado de Jalisco), arts. 78 to 82.
- 2026 UMA value: $117.31 per day, valid Feb-01-2026 to Jan-31-2027.
- Municipal civil protection regulations of Guadalajara, Zapopan, Tlaquepaque and Tlajomulco.
- Federal Labor Law (Ley Federal del Trabajo), art. 994, sec. V.
